REGULAR COUNCIL MEETING

MARCH 12, 2018

TOULON FIRE HOUSE

FINANCE COMMITTEE:  Did not meet at the council meeting, they met earlier in the water dept. bldg.

PRESENT:  Mayor Larry Hollis, Art Nutzhorn, Donna Lefler (1st Ward), Connie Jacobson, Gene Gibler (2nd Ward), Rob Finney & Ryan Kelly both absent, Barbara J Cantwell City Clerk, Attorney Bruce Fehrenbacher.

CALL TO ORDER:  Mayor Hollis called the Regular Meeting to order at 6:00 p.m. and led the Pledge of Allegiance to the Flag.

MINUTES:  Page 2 under Attorney Report changed quick claim to quit claim.  Gene Gibler made a motion to accept the amended minutes. Connie Jacobson 2nd, motion passed.   Donna Lefler Abstain. Connie Jacobson, Gene Gibler, Art Nutzhorn   voted yes.

CITY CLERK’S CASH RECEIPTS REPORT:  Total cash receipts for February, 2018 is $69,028.91.  Donna Lefler made a motion to accept the Cash Receipts Report.  Art Nutzhorn 2nd motion passed.

TREASURERS REPORT:  Ending Cash Balance for February, 2018 is $769,608.21.  Connie Jacobson made a motion to accept the Treasurers Report.  Gene Gibler 2nd motion passed.

REPORTS FROM CITY EMPLOYEES AND COMMITTEE CHAIRMAN:  Rob and Josh met with city engineer. Barbs payroll class was cancelled.  Donna reported that Rob and Josh has a done a great job. Mayor Hollis said that Josh has brought some good ideas forward for the city.

APPROVAL OF SUBMITTED CLAIMS:  Donna asked about the $695.00 charge to Locis.  It is a onetime fee to add on a user to the license we currently are using.  It was not mentioned in the motion from the February meeting and was not approved.  Also questioned 2 Quill bills. First one for $28.89. This wasn’t on the Board List last month but on the paid report for March.  Ferguson Waterworks charges were doubled for $3,770.86 with different check numbers on the Board List. This will be checked into and taken care of before next month’s meeting.  Donna Lefler made a motion to pay the submitted claims. Connie Jacobson 2nd motion passed.

ATTORNEY REPORT:  Nothing

CEMETERY MOWING BIDS:  Receive 4 bids last month.  The low bid was from Integrity Lawn Services from Bradford for $7,800.00 for the season.  Art Nutzhorn recommended accepting the bid. Art made the motion to accept the low bid for $7,800.00 from Integrity Lawn Service for the cemetery mowing and trimming.  Gene Gibler 2nd motion passed.

CHARGES FOR BURIALS:  Wyoming Monument did not raise their price.  It was voted to raise the charge $50.00 to a fee of $600.00 at last month’s meeting.  The City will charge a fee of $550.00 for closings.

EMPLOYEE POLICES:  Mayor Hollis would like the dates changed on 2 of the Scheduled Meeting dates for council meetings. Monday Oct. 8th change to Wednesday Oct. 10th and Monday November 12th to Wednesday November 14th.  We are also going to eliminate the Holiday of Lincoln’s birthday of February 12th.  Donna Lefler made a motion to eliminate the Tuesday February 12th Lincoln’s Birthday as a holiday taken by the city employees.  Connie Jacobson 2nd motion passed.

Donna Lefler made a motion to schedule the Oct meeting from the 8th to Wednesday Oct 10th and the Monday November 12th to Wednesday November 14th Gene Gibler 2nd motion passed.

PUBLIC CONCERNS:  Val Wagher wanted to know if any news on the pharmacy.  The building has been purchased and we do not have a timeline when anything is going to be done.  Gary Bent wanted to know if any dates are set for city wide garbage clean up? He wants to post it in paper, post office and city hall so he can post the Nuisance Ordinance a month in advance.  We will have to coordinate dates with PDC. Lions Club will be doing a City Clean Up day on March 24th.  Cameras are doing well.  We caught someone dumping a couch at the dump.

TRUCK PARKING BEHIND CITY HALL:   Tabled till next months meeting.

QUOTE ON MAINTENANCE AGREEMENT ON GENERATOR:  This is a 5 yr. service agreement from Cummins on generator for $6,556.77.  The generator is due for its first 50 hour checkup. Will shut down electric from Ameren and start up generator and run for an hour to check operations.  Teresa is to check and see if TIF can pay towards any of the agreement. Connie Jacobson made a motion to accept the Quote for generator maintenance agreement as is and pay as you go.  Gene Gibler 2nd motion passed.

SC PARENTS CLUB:  Gene Gibler made a motion to donate $500.00 to the Stark County Parents Club.  Art Nutzhorn 2nd motion passed.

BACK HOE LEASE:   Current lease renews on May 6th.  Received 2 quotes from Martin Equipment and 1 from Birkey’s but Birkey’s isn’t exactly what we asked for. Birkey’s quote is for a new 2016 backhoe with a clam shell bucket.  The clam shell bucket makes it easier to pick up the trees on the ground. Birkey’s quote is one yr. full warranty and 2 yr. power train parts and labor. Martins have a quote for a backhoe with a clam shell bucket and one also with regular bucket.  They also have it where you could buy the old back hoe outright. Martin’s warranty is for 5 years and 2,000 hours on power train. TIF will cover 50% of the cost of the backhoe. Rob and Josh asked for LED lights on the backhoe this time that has not been on the machine in the past.  Our current amount we pay every year is $8,995.00 and the buyout for the present hoe is $40,000.00.

City would pay $20,000 and TIF would pay $20,000.  We want to lease a new back hoe with Martins with the clam shell bucket and LED lights.Donna Lefler made a motion to lease the Martins 2018 310 LXT back hoe loader with the clam shell bucket at 5 annual payments of $9,660.00 a year.  Art Nutzhorn 2nd motion passed.   

WATER PLANT NETWORK:  BEA does all our troubleshooting for our R/O.  Once we get the network up and running we could access the R/O on line.  It would save $330.00 round trip cost that we are paying now. Between Josh and Jason Musselman they will do all the internal wiring to hook up the router.  Gene Gibler made a motion to not to exceed $850.00 for the Water Plant Network Project. Donna Lefler 2nd motion passed.

TREE ORDINANCE:   Council decided not to pursue this project at this time.

BENCH IN THE PARK:  Mayor was contacted by Susan Cochran.  Her organization is called Gift of Hope.  They want to put a bench in the park in honor of Timothy Davidson.  He was an organ donor. Gene Gibler made a motion to allow the Gift of Hope to put up a bench in the Toulon City Park in honor of Timothy Davidson.  Connie Jacobson 2nd Art Nutzhorn, Connie Jacobson, Gene Gibler, Mayor Hollis voted yes, Donna Lefler No.

Connie Jacobson made a motion to adjourn the meeting at 7:43.  Gene Gibler 2nd motion passed.
